From the eBay Announcement Board:

The UPS Special Pricing Program for eBay Sellers now includes discounts for air and international shipments, while the UPS Savings Program for eBay PowerSellers now offers increased discounts for air shipments, in addition to the international discounts currently offered.

Both programs now offer eligible sellers savings off UPS Standard List Rates of up to 32% for UPS air shipments, up to 25% for UPS international shipments, and up to 23% for UPS ground shipments. Rates and associated discounts, previously based on UPS Daily Rates, will now be based on UPS Standard List Rates.
